Bill Reintroduced That Would Reinstate the Interim Management Plan for CHNS

US Rep Walter Jones from North Carolina has reintroduced a bill that would reinstate the interim management plan for the Cape
Hatteras National Seashore.  The Interim Managemnet Plan was ruled illegal according to a federal judge and the result of that ruling
was the "consent decree" that has brought about overly restrictive ORV management at Cape Hatteras and has caused an
economic crisis in parts of the outer banks.  If this bill passes congress, NPS would return to the Interim Managment Plan until the
current rulemaking, which should include options developed by the ongoing "negotiated rulemaking committee", is complete.  UMS
would support this legislation and we will keep UMS member oganizations updated as this bill hopefully moves through congress.
